Nuclear fears heighten South Korea's pre-poll angst
December 17 2002

Seoul: North Korea's nuclear program and growing anti-American sentiment have dominated the debate leading up to the South Korean presidential election campaign.

The two issues have played a key role in the race to find a successor to President Kim Dae-jung in which the main candidates have taken strikingly different positions on how to deal with North Korea and Washington.

Frontrunner Roh Moo-hyun, of the Millennium Democratic Party, is a 56-year-old former human rights lawyer who has pledged engagement with North Korea. His anti-American credentials have won over many young voters.

His rival, Lee Hoi-chang, 67, is a former Supreme Court judge standing for the presidency for the second time with the Grand National Party. He is close to Washington and favours cutting aid to North Korea unless it abandons its pursuit of weapons of mass destruction.

Mr Lee, who has been trailing in the polls, clearly saw his chances improved by North Korea's statement last week that it would restart a nuclear plant capable of producing weapons-grade plutonium, and its demand for the International Atomic Energy Agency to unseal the canisters in which spent fuel rods are stored at the Yongbyon complex.

Ri Je Son, who runs North Korea's atomic energy department, said his government would take "necessary measures unilaterally" if the agency did not comply. The agency sent two inspectors to Yongbyon after the signing of the Geneva framework agreement in 1994 in which North Korea promised to give up its nuclear weapons program.

South Korea's strained relationship with the United States has permeated the campaign. Mr Lee and Mr Roh have muted their criticism of Washington despite the continuing anti-US protests in South Korea over the deaths of two girls hit by a US vehicle in June.

The acquittal in a US court of the two sergeants in the vehicle has intensified demands for the US to withdraw its 37,000 troops in South Korea.

Although polls show Mr Roh between 3 and 9 per cent ahead, rising security fears over North Korea could narrow the gap.
